Parliament Expands Shareholders' Rights and Reduces Corruption Risks

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, the draft law “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan” was reviewed in its second reading.

In recent years, the country has been implementing a large-scale reform aimed at ensuring reliable protection of the rights and legitimate interests of citizens and legal entities. At the same time, there is a need to eliminate legal norms that hinder uniform law enforcement, create corruption risks, and impose excessive bureaucratic obstacles on the public and entrepreneurs.

Taking this into account, in order to harmonize the Law “On the Securities Market” with the Law “On Joint-Stock Companies and Protection of Shareholders’ Rights,” it is established that the preemptive right to purchase shares is granted not only to the joint-stock companies themselves but also to the shareholders.

It is also stipulated that the procedure for introducing fees can only be determined by laws. Additionally, the draft law transfers the authority to approve state standards for preschool education from the Cabinet of Ministers to the Ministry of Preschool and School Education.

Based on deputies’ proposals, the draft law includes a provision according to which the leasing of forest fund land via online auctions is allowed only for unused plots, in accordance with existing legislation.

During the session, it was emphasized that this document aims to ensure uniform law enforcement practices, eliminate corruption risks, and provide legal regulation of relations connected to protecting the rights of individuals and legal entities.

The draft law was adopted by deputies in the third reading and sent to the Senate.
